fhnw.initialPositionSwissgrid, the Swiss Transmission System Operator, is analyzing the potential of a Training & Simulation Center to offer trainings to Distribution System Operators and Power Plant Operators. A detailed evaluation of the planned Center is essential prior to launching a project. Thus, the market potential, potential customers needs, and the impact of the regulatory environment on the Training & Simulation Center need to be analysed. The results will indicate whether the assumptions made in a draft business case are plausible.
fhnw.procedureIn order to estimate the market potential and customer needs, telephone interviews with the responsible Head of Grid Operations of 18 companies, Distribution System Operators and Power Plant Operators, operating at least on grid level 3, were conducted. Moreover, to detect the potential of smaller companies, a face-to-face interview with an industry association was carried out. Additionally, face-to-face interviews with experts were used to evaluate the impact of the regulatory environment on the Training & Simulation Center.
fhnw.resultsThe analysis of the regulatory environment revealed that its impact on the Training & Simulation Center is on several layers and that possible developments, such as a bilateral agreement between Switzerland and the EU or the implementation of an incentive regulation have to be observed carefully. The results of the telephone interviews indicated a tendency towards a higher market potential than assumed in the draft business case. It enables Swissgrid to make more precise estimations about the economic viability of the Training & Simulation Center. In addition to that, the client gained an increased knowledge of potential customers needs and expectations regarding simulation-based trainings and can therefore modify the modules to be offered.
